The story, without spoilers

The five stories are separate episodes rather than one mission. In "From a View to a Kill" a courier's death draws Bond into a European security problem. "For Your Eyes Only" begins with an attack on a family and asks what official help can really offer.

"Quantum of Solace" has no action at all: Bond listens to the story of a marriage and how cruelty can grow inside one. "Risico" sets him among smugglers in Italy, with rival contacts each asking to be trusted. "The Hildebrand Rarity" puts him on a boat in the Seychelles with a wealthy collector whose behaviour disturbs everyone aboard.

Yes, if you want to sample Fleming's Bond without committing to a full novel. The stories do not depend on each other.

Several films take titles or ideas from these stories: For Your Eyes Only (1981) and A View to a Kill (1985) with Roger Moore, and Licence to Kill (1989) with Timothy Dalton, which draws on "The Hildebrand Rarity". The films mostly borrow names and selected scenes.
